The client is a national-level central medical institution in Taiwan, operating dozens of medical facilities across the country. Like many public healthcare cybersecurity programs, protection levels varied significantly because each facility previously managed its own security plans independently. However, due to geopolitical risks and increased exposure to cyber threats, the public sector has shifted toward a unified cybersecurity framework for centralized management.
1. Healthcare Cybersecurity Pain Points
These challenges reflect the broader pressures facing healthcare cybersecurity efforts across Taiwan’s public sector today.
1-1. Centralized Monitoring and Real-Time Visibility
With centralized management comes the need for a comprehensive monitoring system. The client required not only unified alerting and monitoring but also the ability to retain security logs for 1–3 years, in accordance with regulatory requirements.
1-2. Defense Strength in Healthcare Cybersecurity
Due to Taiwan’s geopolitical position, public sector organizations are frequent targets of cyberattacks. The client has suffered multiple DDoS (Distributed Denial of Service) attacks over the years and places strong emphasis on blocking and defense capabilities when evaluating cybersecurity infrastructure.
1-3. Traffic Routing Restrictions
Government regulations require that data must not be routed through nodes located in China, Hong Kong, or Macau, to ensure data sovereignty and compliance.
1-4. Standardization Across Local and Central Systems
Previously, each local medical institution developed its own security strategies, leading to inconsistent protection levels. To strengthen overall defense, a unified architecture is now in place. However, differences in original system configurations created integration challenges during implementation.

3. Twister5 Solutions and Support
Twister5 addressed these needs with a tailored healthcare cybersecurity approach built around Cloudflare and its proprietary BDE platform.
3-1. Solving Non-Standard Port Issues with Spectrum
Many clients encounter issues when their systems use ports other than 80/443.
Cloudflare Spectrum addresses this with intelligent routing, data compression, and edge-based acceleration, improving performance and simplifying deployment—without requiring changes to the client’s existing infrastructure.
3-2. DDoS Protection via Cloudflare Anycast Architecture
The primary reason the client chose Cloudflare was its Anycast-based global network, which includes 330+ full-capacity nodes. In the event of a large-scale attack, malicious traffic is filtered at the closest node to the attack origin, effectively mitigating the threat.
Twister5 also worked closely with the client to configure traffic routing and successfully excluded all nodes in China, Hong Kong, and Macau to meet compliance and security needs.
3-3. On-Site Technical Advisory Across Medical Facilities
Since each facility had different existing infrastructure, Twister5 dispatched technical consultants across Taiwan to conduct on-site “cybersecurity health checks.” These experts made adjustments based on the equipment and network environment, achieving a hybrid security architecture (cloud + on-prem).
Twister5 also conducted comprehensive training sessions to ensure that local IT staff aligned with central IT security policies and product usage.
3-4. Deploying BDE for Unified and Compliant Monitoring
To enable real-time monitoring, traffic log retention, and alerting, the client adopted Twister5’s proprietary BDE (Big Data Engine) platform.
BDE provides real-time aggregation of security events with intuitive, visual dashboards in Chinese and 24/7 automatic alerting, enabling rapid incident identification and resolution.
The platform supports “prevention,” “real-time response,” and “post-incident auditing” for comprehensive cybersecurity coverage.
4. Current Results
4-1. Effective Threat Mitigation and Traffic Visibility
With the combined use of Cloudflare and BDE, the client successfully mitigated several high-volume attacks and gained real-time visibility into traffic anomalies.
Customizable reports allowed security personnel to generate accurate cybersecurity documentation quickly, reducing time spent on administrative tasks and allowing focus on technical improvements.
4-2. High Client Satisfaction and Renewed Engagement
Twister5 not only addressed the client’s core challenges but also provided hands-on support during the integration phase. Each medical institution received personalized services.
The client was highly satisfied and has already renewed its contract for the following year.
